Okay, for a glow, open the image you want and take the magic wand tool :3
You know, that little wand 😆
Make sure to have feathered edges enabled, okay?
Now, on your image go to Layer>Transparency>Add alpha channel.
Now click on the background to make it 'disappear'.
Then go to Layer>Transparency>Alpha to Selection.
Now go to Select>Grow and grow by 3.
